Non‑governmental organizations (NGOs) play a vital role in delivering social services and supporting development in Pakistan, yet their financial sustainability remains a pressing concern. This paper examines the fiscal challenges NGOs face and proposes measures within the 1998-99 federal budget to strengthen their long‑term viability. By outlining strategies for resource mobilisation, donor coordination, and government support, the study highlights how NGOs can continue to contribute effectively to poverty reduction and social sector development.
