On the Estimation of An Absolute Poverty Line: An Empirical Appraisal

Different studies on poverty often report conflicting results, even when relying on the same data and methods. Such inconsistencies weaken the credibility of poverty estimates and complicate comparisons over time. To address this challenge, greater consensus is needed among researchers on the criteria and procedures for measurement. This policy paper outlines a recommended strategy for estimating an absolute poverty line using household survey data from 1987–88, 1996–97, and 1998–99, with the aim of fostering a national standard for more consistent and comparable poverty measurement.
