SPDC Marks 30 Years with Policy Dialogue on Fiscal Federalism and Social Development
The Social Policy and Development Centre (SPDC), Karachi, commemorated three decades of policy-focused research by hosting a high‑level policy dialogue on “Fiscal Federalism and Social Development in Pakistan” at the Marriott Hotel, Islamabad, on December 15, 2025. The event took place at a pivotal moment, following the formation of the new National Finance Commission, and fostered an engaging exchange of ideas among leading experts in public finance and development.
Moderated by Dr. Saba Gul Khattak, member of SPDC’s Board of Directors, the dialogue featured an eminent panel comprising Dr. Hafiz Pasha (Founding Director, SPDC), Dr. Asad Sayeed (Member NFC, Sindh), Dr. Muzammil Aslam (Advisor to the Chief Minister for Finance, Khyber Pakhtunkhwa), and Dr. Nadia Tahir (Senior Associate, Economic Transformation, Prime Minister’s Office). Their discussion offered critical insights into the evolving landscape of fiscal federalism and its implications for equitable social development across Pakistan.
The event also celebrated a major milestone - 30 years of SPDC’s contribution to independent, evidence‑based policy research. The occasion brought together policymakers, researchers, development practitioners, and members of SPDC’s Board of Directors to reflect on the organization’s impact and future direction.
During the commemorative session, distinguished speakers including Senator (R) Javed Jabbar (Chairman, SPDC), Dr. Hafiz Pasha, Ms. Harriet Roos (Head of Cooperation, Canadian High Commission, Islamabad), Ms. Shahnaz Wazir Ali (former Board Member, SPDC), and Mr. Asif Iqbal (Managing Director, SPDC) highlighted SPDC’s enduring role in shaping national dialogue on Pakistan’s social and economic challenges. They also commended the Centre’s commitment to rigorous research, policy relevance, and its sustained efforts to inform decision‑making on issues vital to the country’s development trajectory.
