The Social Action Programme marked a major commitment by Pakistan’s government and donors to expand access to essential social services. While SAP aimed to improve service quality, efficiency, and governance through public‑private partnerships, experience revealed serious gaps in government performance and sustainability. This SPDC report reviews innovative delivery mechanisms, highlighting lessons from NGO and community participation, flexible management practices, and public‑private collaboration. It seeks to identify cost‑effective approaches that can strengthen Pakistan’s social sector delivery in the future.
