This study restructures Sindh’s budget data from the traditional head‑of‑account format into a department‑wise framework, making expenditures more transparent and policy‑relevant. By aligning spending with departmental responsibilities, the report enables clearer analysis of priorities, accountability, and the effectiveness of resource use in provincial governance.
