Revamping the SAP

The Social Action Programme (SAP), once envisioned as Pakistan’s flagship initiative for improving education, health, and basic services, fell short of expectations due to weak design and implementation gaps. SAP‑II seeks to build a stronger policy environment for social services by shifting focus from new construction to improving quality. This policy paper examines the shortcomings of SAP and proposes a framework for revamping it into a more effective, accountable, and sustainable program. Core priorities include decentralization, better management, community participation, and stronger monitoring systems.
