The Cost of Inaction: Implications of the Cigarette Tax Policy in Pakistan

As a signatory to the WHO Framework Convention on Tobacco Control (FCTC), Pakistan is obligated to implement strong taxation and pricing policies to reduce tobacco consumption. Yet, nearly one in five adults (around 30 million people) still use tobacco, causing over 160,000 deaths annually and imposing economic costs five times higher than tax receipts. This policy brief argues that a 30% increase in FED would significantly reduce tobacco use, generate much‑needed revenue, and align Pakistan’s policy with global best practices. Strengthening monitoring and enforcement, including a track‑and‑trace system, is essential to ensure compliance and maximize health and fiscal gains.
